On Paraguay’s National Entrepreneur Day, the country celebrates not only the creativity and determination of those who turn ideas into opportunities, but also the tools that support them along the way. One of these is the Poverty Stoplight, an innovative methodology created by Fundación Paraguaya that enables families and microentrepreneurs to assess their socioeconomic situation, track their progress, and design concrete strategies for growth.
The Stoplight: A Tool That Sparks Change
Born in Paraguay and now used in more than 50 countries, the Poverty Stoplight helps families identify their strengths and challenges across six dimensions: Income and Employment, Housing and Infrastructure, Education and Culture, Health and Environment, Organization and Participation, and Identity and Motivation.
Within the first dimension—Income and Employment—there are indicators directly linked to entrepreneurship, such as having a small business, diversified income, secure employment, family savings, and investment capacity. These data points help people better understand their reality and create personalized action plans for improvement.

Entrepreneurship with Data: A Guide to Progress
Stoplight indicators show that families with diversified income sources and their own businesses are more likely to overcome poverty in a sustainable way. For this reason, the tool has become a strategic ally for entrepreneurs by helping them:
- Identify their main income sources
- Measure the stability of their businesses and detect critical areas
- Set concrete goals for growth and savings
- Access training programs and financial support tailored to their needs
Through this methodology, thousands of Paraguayan microentrepreneurs are turning data into decisions—strengthening their businesses and generating jobs in their communities.
Numbers That Reflect Progress
According to Stoplight records, a growing proportion of families are “turning green” in indicators such as owning a business and saving—clear signs of improvement in their entrepreneurial capacity.
Additionally, our latest data show that more than 89,000 microentrepreneurs have been empowered through this methodology, which measures not only poverty levels but also economic potential and personal resilience.

The Value of the Paraguayan Entrepreneur
In a country where entrepreneurship drives development, the Stoplight serves as a personalized roadmap. Thanks to its intuitive visual system—red, yellow, and green—each person can easily understand their economic situation and plan step-by-step improvements. As an educational and management tool, the Stoplight motivates, guides, and supports those who are working toward a more stable and productive future.
