Cerrito Forum 2025: crisis as a catalyst for global prosperity

With the conviction that crisis is not the end but a radical opportunity to reinvent ourselves, Cerrito Forum returns on October 14–15, presented by Atlas Network and with Devex as official media partner. The forum’s mission is to spark new forms of social intervention: participatory, flexible, connected, and deeply rooted in people and their communities.

Cerrito Forum is not just another conference—it is a global gathering to co-create solutions that change lives. The event promotes the strengthening of grassroots organizations, the inclusion of innovative approaches from the private sector, and the use of accessible, inclusive technology to boost local empowerment. It is where community leaders, businesses, governments, and organizations from around the world come together to rethink development through real-world experience and social innovation.

Instead of a convention center, the forum takes place at the Cerrito Agricultural School, the birthplace of the Poverty Stoplight. Here, transformation is not theory—it is daily practice.

Over two days, participants will experience:

  • Interactive workshops and co-creation sessions
  • Inspiring panels with local and global voices
  • Visits to communities with tangible impact
  • Networking spaces with international partners
  • Private meetings between implementers and development leaders

Cerrito Forum 2025 is the ideal space for anyone implementing or planning to implement the Poverty Stoplight, working in sustainability, community development, or public policy, or involved in companies, governments, NGOs, or multilateral alliances seeking real solutions.

Last year, Cerrito Forum brought together over 30 international leaders collaborating with Fundación Paraguaya worldwide. This year, more than 50 global representatives are expected to join and engage in discussions around three key themes:

  • Human Capital
  • Technology
  • New Approaches to Social Intervention

A call to reinvent development
“Insanity is doing the same thing over and over again and expecting different results. The current development model is in crisis; it is unlikely the SDGs will be achieved. In this context, true social transformation will not come from reinforcing traditional structures, but from daring to reimagine development from its foundations,” says Luis Fernando Sanabria, CEO of Fundación Paraguaya.

This year, as Fundación Paraguaya celebrates its 40th anniversary, the event will be both a celebration and a renewed commitment to building a future where prosperity is no longer a utopia, but a real and achievable project.
